原住民就業安全體系基本架構之初探

摘要 Abstract
本研究建構之原住民族就業安全體系主要有職業訓練、就業服務、就業機會促進和失業補償三大次系統,現行有關原住民族就業安全方案相當多,但是主要的問題在執行效果不佳以及宣傳推動不夠。本研究建議政府應在文化性和社會性資本因素上著手,協助原住民族熟悉現代工作概念以及謀職管道。至於外部結構性因素方面,政府應致力消除對原住民族的誤解與差別待遇,同時基於公平與正義的原則,推展更多肯定行動以提供原住民族足夠的工作機會。

The aborigines' employment security system has three subsystems, which are vocational training, employment service, employment opportunity promoting and unemployment compensation. There are lots of employment security policies and programs designed by governmental agencies for the aborigines. However, lack of promotion and low degree of implementation are two defects needed to be improved. This study suggests that the government should emphasize on cultural and social capital factors to help aborigines familiar with the modern work concept and job-seeking channels. As to the external structural factors, the government should banish some of the prejudice and discrimination which exert upon aborigines. Besides, the government should base on the principle of justice and fairness to initiate more affirmative action programs and provide enough job opportunities for the aborigines.
