從「全球化風險」到「全球在地化風險」之研究進路:對貝克理論的批判思考

摘要 Abstract
本文企圖從風險社會理論的角度,思考全球化到底帶來哪些問題視域,構成哪些基本的風險?同時,全球化本身構成風險之內在動力邏輯為何?同時,本文將嘗試性的思考在地學者面對風險問題實踐之認識觀為何,這個面向包括了討論全球在地化意義,並衍生分析全球(普遍)與在地(特殊)相互交盪的全球在地化風險,探討其在方法論上應加以關注的地方。
同時,本文討論比較了解工業革命與當代知識/科學(技)/資本所造成相當不同之巨大社會變遷與變動、衝擊與影響,進而指出當代人類進入高科技全球化資本主義所造成的「控制革命新危機」。在這個分析架構下,進一步嘗試勾勒全球化風險的動態面向與其之間的動態關係。
最後,對全球在地化風險的研究認識討論上,本文指出研究者面對不同地區或國家,應注意到非西方社會在長期政治殖民解放後,結構上仍存在新的一波文化、經濟或高科技的殖民,對這些社會而言,論述全球化風險時,豈不應有自我的reflexivity。

From the view of risk society this article tries to discuss how and which risk problem/horizo​​n will be taken in the globalization, analyzing what is its inner driven logic that constructs different risks. Moreover, this article will indicate the thinking ways of confronting risk and academic practice by local scholars, that is, it embraces the discussion of g-localization generating the inter-dynamic g-local risks through global (universality) and local (particularity) development.
Secondly, this paper compares the hardly like grand social, political and economic changes and transformations, impacts and influences for the future society between the industrial revolution and the contemporary entangled developments of knowledge/science (technology) / capital. It takes evidences that the modern high-tech society combined with global capital flowing brings about “new crisis of control revolution” emerging high global risk society. I will therefore try to outline three dynamic globalizational risk dimensions and their vivid related developments.
Finally, for the research epistemology about g-localizational risk, this article points out that practical researcher facing the different local fields should recognize the given structural conditions, like as new cultural, economic or high-tech colonized processes, in the non-western societies after their emancipation from the long colonies of western societies. It is to say, for those societies their local scholars may create their risk reflexivity in order to deepen and reform their risk problems.
